George Sellas-Village of Mundelein

 George currently serves as the Building Director for the Village of Mundelein, a role he has held for two years. In this position, he is responsible for the creation, adoption, and amendment of municipal building and property maintenance codes, as well as overseeing the entire permitting process from application and plan review through permit issuance and final inspections. His work emphasizes effective code administration, regulatory compliance, and the protection of public health and safety. Prior to joining the Village of Mundelein, George served as Building Commissioner for the City of Waukegan for two and a half years. His earlier municipal experience includes roles as a Property Standards/Building Inspector for the Village of Skokie, Code Enforcement Officer for the City of Highwood, and Seasonal Inspector for the Village of Wheeling. He began his career in the construction industry before transitioning into municipal inspection and code enforcement, providing him with a practical, field-based understanding of building practices and regulatory requirements. George holds multiple ICC certifications, including Certified Code Enforcement Officer and Certified Residential Inspector, and is actively expanding his professional credentials. He is committed to strong leadership, fair and consistent code enforcement, and ongoing collaboration with fellow code enforcement professionals through IACE.

Colleen Burke-Village of Skokie

Colleen serves as a Code Compliance Specialist for the Village of Skokie, bringing more than 35 years of professional experience in municipal code enforcement, regulatory compliance, and community standards administration. Throughout her career, she has demonstrated a comprehensive understanding of local ordinances, property maintenance codes, zoning regulations, and public safety requirements. Her expertise includes conducting detailed inspections, interpreting and applying municipal codes, coordinating with property owners and contractors, and ensuring consistent enforcement in accordance with established legal and administrative procedures.

Abraham Avila-Village of South Holland

Abraham Avila began working for the Village of South Holland, Illinois in July of 2020 and has been a Residential Code Compliance Inspector since January of 2023.  He started his career as a rental housing inspector which ignited his passion for code enforcement. Abraham enjoys the day-to-day interactions with the residents and helping to promote a clean, bright, and beautiful community for everyone to enjoy. Working with fellow Code Officers in Illinois as well as the Nation is something else that he is very passionate about and enjoys getting involved and helping wherever help is needed.  Aside from enjoying work, Abraham also enjoys spending time with his wife and family and enjoys finding unique items while thrifting.

Mark Blickhahn-Village of Niles

Mark is blessed with two kids and a wonderful and patient wife. He graduated from Northeastern Illinois University and went on to obtain IPMC certification in 2007. Mark is currently employed by the Village of Niles and has been for 18 years as a code enforcement inspector and "other assigned duties". Mark's motivation is to treat the people we deal with compassion, respect, and dignity while still getting the job done.  After 18yrs I can say the majority of people I have had to issue violations, citations, and summons to are not bad people. Most have suffered a set back or a loss or have to make real choices between putting food on their tables, or paying a utility bill vs. removing that vehicle in disrepair.  Our job is an important one and a necessary one.  I challenge you as human beings to try and remember that even when you are being yelled at, the anger being directed your way has nothing to do with you.  It is much more likely the person having a  realization there is another challenge or bill to pay when they are often already struggling.  This is an everyday work in progress for me as well.

Tim Osterman-City of Batavia

Tim started his career as a Community Service Officer for the Village of Schaumburg in 1989, where he performed duties ranging from animal control, booking officer, traffic control, report writing, civil regulation enforcement. Tim transferred over the to Schaumburg’s community development department as an ICC Certified Code Enforcement Inspector in 2000. His main role was commercial property maintenance, occupancy, and licensing inspections. In 2012 Tim took a position with a family construction company where he managed construction and remodeling projects from decks, bathrooms, kitchens, and large additions. In 2014 he took a position with a third party inspection company. Tim supervised and trained code enforcement staff to service numerous contracted communities throughout the NW suburbs. His duties included Residential Single and multifamily Rental Housing program, small project/miscellaneous plan reviews and residential, commercial, occupancy inspections as well as code enforcement education. In 2018 to present, Tim holds the position of Building and Code Enforcement Inspector with the City of Batavia. He is tasked with Residential Plan Reviews and conducting corresponding inspections, Property maintenance and housing inspections and zoning enforcement. Tim strives to educate the public in community standards to ensure public health and safety.
